1880's Farmhouse "What Is It"?

This 2 1/2" circular brass item has three "knuckles" riveted on the outside to hold legs or some other swiveling attachments as far as I can tell. Maybe someone familiar with Victorian era antiquities can tell me what it is. Possibly a stand for a sugar jar or some other table top utensil? Appears to have been chrome or nickle plated at one time. May be automotive for all I know. Thanks for any help. Sub 8-)

Could it be for a center point of a 3 line close-line
