1917 NEA item?

[oddcoins]

Hello!

I dug this today downtown Eugene Oregon. I assume it is a pin or part of a ribbon or award? It reads, NATIONAL EDUCATION ASS'N ~ PORTLAND ~ JULY 7-14, 1917.

Anyone have an idea of what this came off of or was a part of?

THANKS!
Neil

Either had a ribbon on top with name plate or just a name plate bar..Convention pin.
