92rolls: with all the questions you have been posting since you got on board in TN, now I suggest you get a U S Coin RED BOOK, you'll be able to finds most answers and more good info within the book, on ALL U S coins.
 

1917-1919 were very heavily produced years in anticipation of the doughboys return from WWI and the increase in commerce. They overused a lot of the dies (die deterioration) and some examples were produced that were blurry and worn straight out of the mint. Even though they were Mint State they looked like worn circulated coins, but red with mint luster.

Your is a decent example without extreme die deterioration.
