UFO's???? All joking aside, it appears that the coin was splattered with some type of acid or cleaner which made the spots in the Zinc.

Wow! Steel penny! Rare to find with a detector, as normally iron is discriminated out,
most coin shooters, anyway.
The spots? They seem to be in a linear alignment, so I'd go with the drips of an acid-theory,
and was traced across the coin

Not exactly rare to find with the detector. They are uncommon, however I've heard of people finding chewed up iron disc's in holes with wheat penny spills in them plenty of times lol.
