1943 steel penny

Acquired a set of 91 coins, mostly wheaties. Couple indian heads, buff nicks, V nicks, merc dimes, etc.
So thoughts on this grade wise, etc? Yes, i did a magnet test. Just found it odd as the other 1943 in the set is in a lil coin folder but its rusted (magnet tested that too, both get picked up), yet this one was just layin out with the rest...

It just happened to be separate. The one in the folder probably was exposed to moisture while stored.
