Ok so is there both a 1970 half S proof and 1970 S silver proof? Or are they all silver proofs?

You are over-thinking it. 1970 proof sets minted in San Francisco had a 40% silver half. Also, mint sets were issued containing only the 1970-D 40% silver half dollar. There was no halves minted in Philly that year.
