1990 nickel error?? pics

found this in pocket change about a year ago,I believe this has to be an error, I dont know if you can tell from the pic. but this is laying on top of the monument, NOT ground into the monument. if it is an error is there any value??

Not an error....Looks like someone took a grinder to that coin....

is that area the same level to the building or is it raised a little?

it is raised, it has not been ground into

then i say that is an error,
looks like a part of the die fell out in the actually stamping of the coin
