My friend found this note today and it has a "-" in front of the serial numbers. Anyone explains?

I'm working on the "-". Meanwhile, I can tell you about the "II"
The first letter in the serial number is a reference to the series of the note:
A = Series 1996
B = Series 1999
C = Series 2001
D = Series 2003
E = Series 2004
F = Series 2003A
G = Series 2004A
H = Series 2006
I = Series 2006

The second letter refers to which Federal Reserve Bank branch issued the note:
A = Boston
B = New York City
C = Philadelphia
D = Cleveland
E = Richmond
F = Atlanta
G = Chicago
H = St. Louis
I = Minneapolis
J = Kansas City
K = Dallas
L = San Fransisco
So your's is a Series 2006 (Cabral and Paulson) from Minneapolis

If you google it you get nothing. Every currency website I have read tells all about the letters and what not. Tells where it was made the plate and where it came off the sheet. But nowhere can I find a reference to this hyphen or dash.
 

I'm not sure what to make of this, I'm hoping for you that you hit the holy grail of serials.

Not yet I now have it in my possession. The various people that I've talked with recommend getting in contact with Fredrick J Bart about it. I just haven't had time yet.
 

It's a first for me also....great find! Under high magnification does the color of the ink on the "dash" match up with match up with the serial number? Does it have a printed look? Could be the work of a "Penman...."

Yes the color does match up. Sent an email to Fredrick along with pictures. He said that it used to be a rare find but more and more are turning up. They said they would still be willing to buy it though and made a fair offer. I think we are going to put it on eBay and see what happens.
