Yepper, that's what we call "adhesive doubling". Acetone should take it off, but why bother!

Why would you have it slabbed. It's just something sticky on the coin that picked up the design from another coin. Usually glue.
 

enamel7 is correct and besides, the coin would likely come back in a body bag with notation about the gunk!
