2007 cent with extra metal above "C" on rev

I got a box of pennies, and it contained 2 rolls of unopened 2007 cents. one has some sort of buildup or a piece missing from the die on the rev. looking for thoughts

Lamination errors can only happen on solid alloy planchets and a cud must include the rim or its not a cud. We will need better pics to determine anything more.....

Looks like maybe a die chip to me. Like its done been said though hard to tell from photos

Looks like a plating blister to me.
