I was looking over some of my Presidential Dollar coins and saw this;

Is this upside-down "U" an error?
If so, is it common?

I'm thinking PMD, but it might be real.

All around it, it is slightly recessed and the actual "U" is raised.

I don't know the correct terminology, but could it be a "die collar" error?

The coin possibly picked up the raised "U" due to a collision with the edge of another Presidential Dollar during sorting or bagging but could just as easily be a Post Mint man made error!
