Most likely the result of Die Deterioration but some Clad plating issues could also be involved. These usually do not have a lot of value above face value but there are some Collectors who collect these types of errors and will pay a premium for them.

Agreed. Looks like very worn dies. Might have a small premium, but I would definitely keep it for the curiosity factor.
