32 inch silver plated chain... Origins? Possible Use?

Brief story: Found on a colonial house/civil warp camp/indian tribe/modern farm... Thought it was a surveyors chain but does not look right/not accurate enough...

For a while thought it was copper... cleaned it real good... revealed silver color... acid tested for silver... revealed copper... so its silver plated copper (pics dont do the unpolished silver color justice) but im wondering... who would wear this around there neck!? Being 32 inches, and 79grams.... But also on the other hand... who silver plates an industrial chain.... its 9mm wide at the link connection parts...\

NOTE: First pic is to show the copper underneath
 

Could have been a poor man's attempt to make jewelry for his wife? ...Maybe decoration for a horse?? Might even have been a chain made to try and scam someone, being advertised as "silver". Desperate people can do desperate things, especially when their tummy is empty - or the tummies of their kids!

...But I'm going for maybe something decorative - like for a horse.
