As well as every other potentially "good" area of interest.
Florida has "been on top" of these things since the booming treasure hunting days of the 50's and 60's.
They have slowly claimed "environmental" or "historical" value to any area that might even remotely contain anything of value... and made parks or off limit areas out of them.

Since Florida IS the oldest place with more history than any other State pretty much everything is off limits these days.
