The brilliance of the 1885 Beale Papers' author is vagueness of actual events- a possible story of an expedition with a few dates thrown in, and only two names mentioned, and the solved cipher #2 only describes the treasure.
For 130 years, many have tried to solve the remaining ciphers and/or search for the treasure; others tried to place the names mentioned into a historical perspective that would prove this job pamphlet is a true account of actual events; and there is the belief that Beale is a cover story for another hidden treasure.
All have a partial base in fact, but when scrutinized, emerge as a pseudo history to make a pet theory fit the Beale scenario.
So the 1885 Beale Papers:
True as written
A allegory to the Adams-Onis Treaty
Jean Lafitte treasure and Champ d' Asile
CSA Capt E S Hutter and VMI cadets hiding the Confederate Treasury
James Addison Reavis forging the Beale Papers
John C Calhoun and the KGC

A western/treasure dime novel with copyright by James Beverly Ward, printed by John Sherman, and only advertised and sold in Lynchberg, Virginia, with events from the Risqué extended family amalgamated to create a story.
I doubt the "real" Beale story will ever be solved to the satisfaction of those who seek the treasure, unless, of course, an actual treasure of gold, silver, and diamonds attributed to Beale is found.
Until that day, theories will come and go, and return again.
