It does look like a piece of petrified bone.

Indeed it does as it appears to have the bone matrix inside right at the break.

From what I can see from your photos it looks like a natural odd looking rock It does not appear to show any signs of being a fossil bone. It may look like it, but it is just an odd looking rock.

Scratch and lick :tongue3: I read somewhere if salty it's a bone.

No you can't scratch it. Some of these were found invMariposa county california and some in tuolumne county.

Not very descriptive. It will also be hard to search on in the future.

Itvseems to have like an outer shell , is the best way I can describe it. It looks like it would break away seperately from the inner part.

That hard shell is called a cortex, it happens when the outer layer of rock becomes weathered and exposed to the elements, since you can't scratch it, most likely it's not pipestone, it's an igneous rock, feldspar rich (gives it the red) Cali is loaded with igneous stuff, Sierra's etc.
