A brass what is it ?????

Found this brass "what is it " this this morning. It is 2 1/4 inches long ring with an extension on it and has a tiny hole at top or botton which ever way you hold it . Sorry I can't describe it better. Hopefully the pics can give a better idea. Thanks for any suggestions.
