A Hoganflagle or a Verpshnyder?

Trying to figure out what this might be. As a SWAG I was thinking either a saddle device or a furniture device since the tangs suggest that it was attached to leather. The center post does not appear to ever have been raised so I guess that rules out some sort of strap guide.

Anyone know for sure?

I would say decoration for a saddle or vest/jacket. Probably had a strip of leather in it?
