I would say post-mint damage. Looks like someone tried to electroplate it.

it's a must see and I must say that it looks like the result of a couple of coins being stacked/stuck together in the bottom of the cup holder in someone's car after they've been swimming in a good amount of moisture from the sweaty drink cup

Not to worry. It's probably still worth 1¢ though; especially if you try to spend it with other coins or hidden in a 50¢ roll.
