Don't know about any boats but some vets got there. Somehow (rolling eyes here) the Park Service decided the WWll vets were going to their memorial to "Exercise their First Amendment rights". LOL! Coincidentally the SAME reason they let people into the "closed" mall to protest immigration laws. BS!!....these vets weren't protesting anything!! They were visiting their memorial to honor their friends and to see how their own service was being honored. Park Service needed an excuse because they knew the vets were going past the barricades "One way or another". It was the younger vets protesting the treatment of the older vets, simple as that! They knew better than to try and stop any; I wonder what THOSE instructions sounded like.
