Age and type of this small buckle?

Found a really cool buckle the other day at a site where many civil war buttons had been dug up, both union and confederate. There are also many unusual pieces of iron lying around as well as an old stone foundation. I'm thinking it may have been an old blacksmith shop used by both sides during the war. Anyways, the buckle appears to be silver, and VDI reading was 67 or 68. Is it civil war? And what would it be used for?

This is horse-related. Probably bridle or some other thin leather strap. Certainly post-CW. I have never found these in CW sites.
