(another) 1969 $20 bill question

i got this as change the other day...just a normal 20. the signature of the secretary of the treasury is scrambled, or something. i believe it to be a misprint, maybe? lol. tell me what you think.

if the ink color matches --- what it could sell for--- do some homework

Pending that that was done while it was being printed and not after it left the bep it will be worth some money. It is called an Ink Smear. This is the first time I have seen it on a signature. Go have it looked at by a professional. They can tell you what it is worth.
