im guessing it's like those bat-wing style buckles that noone exactly knows when they're from?

As there is no off-set bar this is much more likely. Never seen one with a hole??

the hole looks natural to me...it doesn't go through to the other side. Maybe just corrosion?

Thanks for the help, guys. I have found objects mostly from the early-mid 1800s nearby so that's what I assumed for the age.
 

i agree with HEAVYMETALNUT , looks like a mid 1700's baldric buckle to me
