Another relic ID needed

I find a lot of relics and trash at the field I am hunting and most I am content with tossing them in the trash and accepting that an ID is not necessary. However a few grab my attention like the one pictured. I can't do a web search as I have no idea what it is or was used for. It looks like a keeper/retainer of some sort. It appears hand made and has notches indicating that a pin held it in place. Ot is also slightly bent at the notched location indicating pressure at that point against the artifact in question. It appears to be copper or bronze. Exact dimensions are L=1.275, W=1.025 D=.100 The opening is L=.700 W=.365. Dime for visual size reference.

There is a good chance that it was off the side of a saddle. The shield would be at the back and those were along the sides of the saddle.
