Well, he's a knight of some sort... I couldn't find a match in a quick search, but it looks to me that he was holding a sword (maybe a lance) and shield that broke off.

Does it appear that the figure is seated or have the legs been broken off? Based on the the size (about 54 mm) I was trying to determine if it was a Britains or similar European maker. But the arms are not articulated, so no Britains. It appears to be a female with long hair seated, maybe a domestic/farm figure. It is a head scratcher, I can't find it in any of my reference books. Sub 8-)
