Antique women's brooch ???

Found at 1800's homesite. Copper or brass? Has flower motif on it. I am assuming this is a woman's brooch, although I don't know anything about women's jewelry. What was in the middle - cameo, imitation jewel? With the bar at the top, would this have been tied with a ribbon around the neck, or maybe in the hair??

Any ideas or opinions? Thanks for looking.

Two piece buckle, tongue portion is missing.

Thinking out loud...Not quite like the suspender clips I recall seeing here, and a togue of the right size wouldn't fit through the wreath. Similar to both of these ideas though.
What about part of a book lock or latch... Like old diaries or bibles might have had, with a closure strap?
