Any idea what this is?

I bought this out of a box of glass insulators. They are not made out of ceramic as best as I can tell. Almost like a type of stone? Never seen anything like this before. Could be some sort of pulley?

Looks slightly similar to a line post insulator. Is is porcelein?

Looks like one of those pully wheels on the front of a boat trailer...where the bow of the boat rides up as you wench it in
