I've had guesses of an old wax type stamp, and a tarp retainer so far.
This piece looks to be very old to me.

Bingo! Or the like, a purse closure, a cover (tarp) closure, the top part twists to secure the grommet...

It's a snap for a canves TOP.You put the rings on the canves and turn it and locks the canves down.
