As well as a candlestick base, it could be the base to an old paper holder; the type with the long, vertical nail type center. Breezie

I'm thinking early ceiling fixture base of a chandelier perhaps?

IMO, Could be any of the above..
I got a couple similars, 4-5" across.
without any attachment points, I'd assume a base rather than chandelier/fixture holder :icon_scratch:

I agree with breezie, the one that steel head will shows has threaded center hole, just like the old paper holders....goat
