Any ideas?

I found this while digging through a bottle dump.a couple bottles are from the 1800s and the other 4 early 1900s.it had to be about about a foot and half deep.looks like part of an old scale maybe.any thoughts about it? Thanks for your input

Reminds me of an old ice cream maker? Something that holds paddles. Butter,ice cream hmm
