Part of a compass? Arrow to indicate north, pin for needle to rest on?

Your find appears to be a horse-harness rosette, which was filled with solder, thus it is more "rigid" than lead. The iron wire showing through it in places is how it was attached to the leather. That type dates from the very-late 1700s into the 1860s, plus or minus a few years.

After-posting edit:
I forgot to mention, you said it is 2-inches in diameter, which is too large for a bale seal or similar seal.
