I agree with Flecth88 a part of an old handbag, purse??. It looks like a fancy hinge more then a clasp.

To me it looks like an Ottman empire style women's belt buckle/closure. Are those knobs/tabs on the ends of either side?

I took them as rivets as used for leather or another thick material. Up near the ring where the hinge is looped over there are two pins. When it is closed on itself the tab end pushes down on those two pins.
