I'm not 100% sure but it looks like a electrical piece of hardware I usually find near utility poles, mine would usually have bare copper wire wrapped around it, maybe for splicing in a connection (?), I could be wrong. Resized 1 picture for you.

What you have is a part of a Drop Clamp. Used to hold the wire that provides telephone service from the pole to your house, if you are in an area that has poles.

I agree, . I would also find the flat bump pieces too, not necessarily together or on the same hunt and did not know what they were, so thanks for posting engine 823 & your quick ID on the item GALT 1073 , HH.
