I'm not 100% sure but it looks like a electrical piece of hardware I usually find near utility poles, mine would usually have bare copper wire wrapped around it, maybe for splicing in a connection (?), I could be wrong. Resized 1 picture for you.

here is a better picture ....note center piece.... After using these for 20 years there is no dought that this is what the item is...

I agree, :icon_thumright: . I would also find the flat bump pieces too, not necessarily together or on the same hunt and did not know what they were, so thanks for posting engine 823 & your quick ID on the item GALT 1073 :icon_thumright:, HH.
