That's a trouser waist adjuster buckle and they date from the 1850s to 1880s maybe. A lot of them have 1850s and 1860s patent dates.
 

I wont date buckles ... until I get to know them.

I agree with Steve in PA, it is a pants waist-adjuster strap buckle... although it was also used on a vest waist-adjuster strap. That particular form was US-patented in 1855, and in use for many decades afterward. Some are still being manufactured today, but the writing-style on yours indicates it was made in the late-1800s/very-early-1900s. (That was before putting belt-loops on pants replaced the use of suspenders to hold your pants up, which did not happen until the mid-1900s.) I thought you might like to see a photo showing one on the pants waist-adjuster strap.
