Might be something to do with spinning wool not sure though.

Since it is painted yellow, and has flat dowel type prongs, it looks like a reproduction 3 prong hay rake that was made as decoration. Perhaps for a Fall yard display with pumpkins, bail of hay, scarecrow etc.
