I bought a large manilla envelope full of hundreds of Egyptian stamps at a yard sale yesterday . While going through it I found this "memo" to the Coast Guard Administration . I was curious as to what it says ?
All the stamps have postmarks from the 1950's

hummm "embassy mail" -- very interesting indeed -- its addressed to a "col" --- embassies are known for being -- hot beds for spy activities

Why would you say it's a parking ticket? It says "paste to a package" and "delivery instructions". My guess is from a delivery service.
I said I "think" it's a ticket ..... But now that I look at more closely I think your right !

Are there even colonels in the Coast Guard?? ??? :icon_scratch: I thought their ranks went Chief, Captain, Admiral etc...but I've been wrong before.... :tard:

Good point .......If look closely where they started to spell Colonel "Ker" and crossed it out .

Huh... I think I was actually right for once....here are the official Coast Guard ranks....

Each branch of the service has slightly different nomenclature for its various ranks. Here is the system used in the U.S. Coast Guard, listed in order of increasing rank.

Enlisted Ranks

1. Seaman Recruit, after bootcamp becomes...
2. Seaman Apprentice, after time in grade and testing becomes...
3. Seaman

Non-Commissioned Officers (NCO's)

4. Petty Officer, 3rd Class
5. Petty Officer, 2nd Class
6. Petty Officer, 1st Class (may proceed to Commisioned Officer from here
or continue in NCO ranks)
7. Chief Petty Officer (CPO-1)

COD -- means "collect on delivery" --ie a postage due "package " --- driver collect **** $4.27 upon delivery of said package .

to someone unfamiliar with how land based us military exchanges with us naval / coast guard ratings (say an arabic person)-- who only sees the "shoulder rank" of an "eagle" normally the rank of colonel in the army -- which happens to be the rank of "capt" or 06 in the coast guard ( normally a base commanding officer or vessel commanding officer type rank).

Ivan...that very well could be too...they may have just called a high ranking Guardsman Colonel, knowing they were of authority but not sure of their exact rank designation.
