you see the little things on the rods at the bottom portion of the photo? Looks like one of those and the 13 1/2 would be appropriate for a shoe size.

It's the shoe fitting knob.

I figured it had something to do with a shoe cause of the 13 1\2 but I was thinking somekind of toeplate, although I guess its too small for that. I wonder what it was doing in the middle of a church field.. Thats a weird find in itself.. So I assume this thing help stretch a GI's boot for better fitting.... Thanks for the response
 
I think it was used for sizing your foot for boots, not for stretching. It is a strange find for sure.
