The style is a nod to 30's /40's "Deco" but it could well be contemporary - hard to tell without a bit more info - obviously if it came out
of an old dusty box in your Grandmother's basement , I'd be thinking yeah pretty much . The question is when did stainless steel become
a common alloy ?

Most I find from that era are sterling.. with great detail.

All flatware that early would be sterling or silver plate. I would guess late 60's 70's on this piece. American and Petal lane both made stainless and signed it only Stainless USA
