Asian drum?

I've never seen this before. Thrifted for 1.50$ and 20% off, they had it upside down. I don't think they realized what it was. Made of bamboo and some sort of hide. The nails seem really old. Can anyone read the characters and give an idea of age, value and type of drum? Tia

Doesn't strike me as being asian but more like a reco-reco or guiro. A Latin percussion instrument
