Battery cables and cell phone yard sales

How much do you guys pay for jumper cables and cell phones at yard sales. I plan on giving $0.50 for cell phones, up to $5 for computer towers, and I'm not sure on jumper cables. What is safe for you guys when you buy these?

Cables can be all over the map as recovery will be different for the cable size. I'd start low so not to get hurt, and do some recovery tests on the cables that you do buy/have and see what the numbers are. In stripping cables at the yard they ran from 40%-90% #2 copper recovery. It really depends on the type of cable used, 2ga. or 4ga. I'd bet that a cheap Wal-Mart cable would have such a low recovery that a buck would be the limit in purchase price.
