Beach access below the waterline?

I have a question on beach access when the tide is low or a lake is at a low level. Is the uncovered) land below the normal waterline considered part of the adjacent property or is it state/county/federal land?
What are the rights allowing passage to the water across property?
I am in Washington state but felt this may be a question for more than just that discussion group.
