Are all Bicentennial Quarters 40% Silver? Or only certain ones?

Only some of them. The silver ones were minted in San Francisco, so they will have an s mint mark.

they were sold at a premium in sets and not for circulation.

I recently searched over 20 solid rolls of bicentennial quarters that I'd bought from the bank. All uncirculated, not a single silver in the bunch. Tried to sell some on Craigslist for anything over face value, not a single bite so I dumped 'em.
