I believe it's a later 19th century bisque porcelain toy figurine. They were small toys made back then of little dolls, farm animals and such. I think most in those days came from Germany? That's good evidence your sifting in an old trash dump and a great indicator of more old and unique things could be found in that spot. Could pay off with some nice bottles and old marbles along with more of these type things.
