Bone or ivory object

My brother dig this up on a construction site (upstate NY) thoughts on what it is or how old
It looks like a hound or dog. Thanks , any insight is appreciated.

Looks porous, I'd say bone.

To tell the difference between Bone and Ivory, using pliers to heat a sewing needle over a candle or flame until red hot. Use the hot needle to pierce a small hole, then smell. If it smells like ‘burned hair’ it is BONE, if it has NO smell, it is Ivory. Generally ivory canNOT be pierced, even with a hot needle.
