I'm Not Sure they have a Specific Name , other then a Name Brand . I Would consider them Waiting Room or Reception Room Chairs.

The Bar across the Bottom looks like they would be perfect for Children to Place their Feet , if they don't reach the floor yet

I’m not next to it right now. I’ll take a look when I’m at the store again where I saw the chairs. I did find under medical sales ones called “Hip Chairs”. Makes sense since they seemed to be taller.

I think you’re right on. eBay has a 1953 catalog showing this. Probably a variant of the Chromcraft A-311 chair.
