I believe in the early 1900'2 there was a shootoff known as the Sea Scouts. I have an old Scout Manual from the 30's and if I can find it, I'll see what it says.

How do you know it's a Boy Scout pin? Does it say Boy Scouts of America or B.S.A?

I read in another post he found those items at an old scout camp. It looks like a tie pin/tack deal to me... the tie is held together with the clip and the chain/medallion hands over the tie... Ole' timey bling?

If I had to guess, the Senior Scouting Program Notebook sure has something similar to wingman's photo and description.
