I don't thinking it's part of a bracelet.
If you could post a couple more pics of it cleaned up and let us know what the metal is.
It looks more 'utilitarian' in nature, as opposed to 'decorative'.
It strikes me as possibly the top handle from a miniature carriage/mantle clock.
