Hello All, this is a find from a recent eyeball hunt where we were in some sites c.1880s-1950s. I’m sure this has been IDed before here but I have a real unfamiliarity with this era of relics. Any help is appreciated!

looking at it's size and the hole position I'd say it's a wind chime sail.

looking at it's size and the hole position I'd say it's a wind chime sail.

the hole was added later it appears. It wasn’t integral to the piece.

Looks like it was a pin/broach.
I see attachment points for the pin at 3 & 9 O'clock on the Bach picture.
