brass medallion

this was originally found in a bay in St. Thomas in the bahamas, its a thin brass medallion with a drilled hole at the top and on the reverse side it has the words "Majority _______in the ____ ____ " and more writing around the edges. if anyone can help me figure this out i would be very greatfull.

Is there also writing around what appears to be the Union Jack?

this is the best i could do on the rinted side and there doesnt seem to be any riting on the union jack side
