Although I've never seen one with holes like that, it has the dimensions the of half of a keg tap the goes in the keg with the rest broken off. (maybe a homemade plugged and drilled filtering tap?)
Yes it does. If you look carefully at the holes though you'll see they were put there unevenly, as if perhaps home-done and by someone trying for function, so I wouldn't think the number of rows would matter if it ws a tap.
